Deplorable: Congress on Haryana CM’s rape remark

Chandigarh: Haryana Chief Minister Manohar Lal Khattar stirred a new controversy by stating that women in general file rape case to get back at estranged male friends.

At a function in Kalka town of Panchkula district on Friday, he said, “The incidents of rape have not increased… Rapes used to take place in the past and even today as well. (Only) the concern (over such incidents) has increased.”

“The biggest concern is that in 80 to 90 per cent of rape and eve-teasing cases, the accused and the victim know each other. In many cases, they know each other for a long time and, on one day, when there is an argument (between them over some issue)… an FIR is lodged, saying: ‘He has raped me’,” Khattar had said.

Congress leader Randeep Singh Surjewala dubbed the statement as deplorable. “Anti-Women Mindset of Khattar Govt Exposed! Haryana CM Khattar ji makes an utterly condemnable remark. Blaming Women for complete failures to control Rapes & Gangrapes? Deplorable!” he tweeted.

“If the chief minister of a state thinks like this, how will girls be safe there? CM sahib is justifying rape. This is why rapes are increasing in Haryana, rapists are not getting caught and are roaming free,” Delhi Chief Minister Arvind Kejriwal tweeted this morning.

This is not the first time Khattar has blamed women for the increasing number of rapes in his state. In 2014, he said that women “instigate” men to sexually assault them by wearing flimsy clothes. “If a girl is dressed decently, a boy will not look at her the wrong way,” he had said. “If they really want to enjoy their freedom of choice, why don’t they just roam around naked? Freedom has to be limited. These short clothes are Western influences. Our country’s tradition asks girls to dress decently.”
