Ranchi: On Tuesday, during Chief minister Raghubar Das’s ‘Seedhi Baat’ programme — a grievance reddressal session where the CM addresses public complaints every Tuesday — a rape survivor present at the spot with her guardians narrated her ordeal.
The complainant, a resident of Jamshedpur, accused two policemen – Imdad Ansari, the officer in charge of the MGM Police Station, and Patamda Deputy Superintendent of Police Ajay Kerketta – of rape. She said the accused also made a video to blackmail her.
The chief minister ordered an inquiry by the CID into the case on a complaint filed by Jharkhand Human Rights Commission chief Manoj Mishra. The CM has asked for a report within a month.
The survivor’s mother had filed a criminal writ petition in the high court demanding CBI probe on March 13 this year along with a list of 16 accused whom the girl had identified before the Senior Superintendent of Police, during investigation, including the then MGM police station officer-in-charge Imdad Ansari and the then Patamda DSP Ajay Kerketta.
Mishra told the CM that the minor girl was gangraped and forced into prostitution, accusing two police officers along with political leaders and builders. “Police is trying to shield the accused, particularly the police officials, and their investigation is inadequate and on the wrong direction, hence we have filed this petition with the CM for ordering CBI probe,” Mishra told the CM.
Jamshedpur senior superintendent of police Anoop Birthare, told the CM that they have been investigating the case neutrally and arrested three named accused in the FIR Indrapal Saini, Shiv Mahato and Srikant Mahato and sent them to jail.
“We had transferred the accused MGM officer in-charge and Patamda DSP to Chaibasa and Ranchi headquarters. We’ve recorded statements of 100 people but we don’t have enough evidence to send other accused, named by the victim later, to jail. We also sent the three accused for brain mapping and narco analysis to Gandhinagar (Gujarat) where brain mapping was done of all the three accused and narco analysis was done of one of the accused,” said Birthare.
The minor girl and her patrons told the CM that she identified the doctor who carried out her abortion, at a Sakchi based nursing home, and also provided video clip and audio clips of the same to the police but it has not mentioned in the charge sheet and case diary in lower court.
“We also submitted audio clips of MGM officer in-charge Imdad Ansari and Patamda DSP Ajay Kerketta offering Rs 23 lakh to shut our mouth and even city SP offered to marry her off with one of the accused,” the patron told the CM.
He also said one of the accused, Aziz Mistry threatened and abused him in Mango Gramin Bank on Monday and all the influential accused are still roaming free, posing serious threat to him and his family, including the victim. Nanak had filed a complaint against Aziz with Jamshedpur city SP on Tuesday.
